Ok, this is driving me nuts.
I replaced a hard drive last night, and now the computer won't turn on.
I took it completely apart and put it back together, still nothing.
All it does when I press the switch is the fan jerks but doesn't spin. The power supply fan doesn't even spin.

that is bad
hopefully something is just shorting out and it is staying shutdown to protect itself
if you already re-did your steps as you say, then the next thing to try it...
remove as much stuff from the mobo as possible and see if it boots up
ie disconnect power from the hd, cdrom , floppy etc
take out all the cards except the video and ram
if it still won't turn on at all, then the power supply might be fried (fluke)
at that point you should try to get hold of a voltmeter and check the ouput of the power supply, 5vdc and 12vdc, if they are gone (if the power supply fan isn't turning then that is probably the case) then your PS is gone
oh, yeah, is this an ATX pwr supply/case? if so, then maybe the on/off switch just isn't working, those setups are different that AT which use a "hard wired" setup

Ok, I removed EVERYTHING from the motherboard, and it still won't power on. I know it's not the power supply or the power switch since I tested both. The power supply runs fine by itself, it just won't come on when it's plugged into the board.

does it connect to the board in 2 peices or 1? if 1, is it backwards?
if 2, do you have the black to the inside and colors to the outside?

It's an ATX connector, an no, I didn't put it in backwards. The little green LED on the motherboard even glows when you plug it in, but for the life of me I can't get it to start up.
Doesn't matter now, I ordered a new motherboard last night. An Epox 8KTA2.
