two questions:
1. Can I install RH 7 on a 12gig HD?
2. How can I make a format disk and can I create partitions using fdisk? (I tried installing and I can't get to the boot disk screen.)

Yes u can install RedHat on a 12 gig, i've done it on a 1 gig.
Using fdisk, make a partition for Linux native and make a smaller partition possibly 300-400 megs for Linux swap.
When installing RedHat you may have to install the bootloader to the MBR, or master boot record. Some bios won't recognize the bootloader else where.

I'm sure that most distro's 'expert' install option gives you the ability to partition your drive during the install. If you need to split the drive first due to Windows already being installed, it is advisable to either use Partition Magic or Ranish Parted (search for Parted at freshmeat.net) before you start the install.
