modem too loud!!

i'm using minicom and other assorted dialup-type programs and my modem is still loud even if i set "at L0". The dialing is quiet but the handshaking is still too loud. How do I kill this??

OFF= M0L0
LOW= M1L1
HIGH= M1L3
