Telnetting to port 139

I am wanting to telnet to port 139 for testing purposes. I have a cable modem that I am trying to share print files over the internet. They say they are not blocking port 139 but this software works everywhere else but there. So I want to hook up a linux server to their network and telnet into this box on port 139. But when I do this I cannot telnet into the box. I can telnet out but not in. I am using Mandrake 7.2. I am trying to telnet from my internal network. From the other boxes i type in 192.165.50.8 139 and it comes back could not connect. I can ping this address also from the other boxes.

Who isn't blocking port 139? Is this a windows machine? If so that's probably why you can't telnet on that port. 139 is generally used for NetBIOS.
