Does anyone have any suggestions for a RPM based minimal distribution? I would like to use it as a file server and SSH into it. I have tried looking for a distribution however all of the RPM based distros like Fedora come bundled with a lot of extra software I do not want.

Slackware 11 or 12 I run 11 on a PI with fluxbox for a window manager and it's usable.

I use Fedora core 8. You can choose what softare you want to install.

Although not strictly RPM based, for a server I would go with Slackware.

It has RPM so you can install SOME rpm's.

There are many pre-compiled packages for it on linuxpackages.net and slacky.eu

Everything else can be compiled from source quite easily...
