So I tried a number of things with this disk boot failure.

-Replaced the drive with a new drive and installed mandriva again
-Replaced SATA cable
-Moved SATA cable to different port on motherboard
-Changed BIOS settings to boot from CD then HDD
-Disable Floppy boot/seek
-Unplugged and removed CMOS battery

I still get the message DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER

A live CD of Linux works fine. The Hard Drive shows up in the RAID utility that came with the motherboard but not in the BIOS. Only the CD drive shows up. There are no jumpers to check b/c its a SATA 1.5 Gbps. Anyone have any ideas what the problem might still be?

Does the bios control the sata disks? Sometimes you have to hit ctl-a or something post bios/pre-OS to get to manage the RAID.

there is this thing called siL (silicon image) SATA Raid utilty. however, it doesn't really let me do anything useful. It lets me create, delete, rebulid, or do a few more things. However it won't let me switch the utility to the BIOS or anything.

This can be a chicken and egg situation.

You think the Bios doesn't report the Sata and so you cannot put a bootable system in it. WIthout a bootable system the boot error will keep appearing.

To me if the bios goes to search the hard disk and cannot find a bootable system then your hard disk is recognised.

Can you put in a Live CD and issue this command at the "root" terminal
fdisk -l
and report the output?

I believe if the Raid controller is handling your Sata it may not be reported in the Bios. In any case you should break up or delete the Raid and use the Sata as a single unit.
