Running Webmin as a user

I've just set up Webmin on my system, It appears that all the users I've created on there run as root - I've tried to find out how to tell it that I want a certain user to run with the same rights as his linux user, but I can't for the life of me find it.
I know it must be something simple I'm missing.

When you go to webmin users you can decide what permissions each individual user has, so maybe you have selected all access by default, check it out..
