I install the newest Redhat on my inspiron 8100 laptop. When I try to install almost any program, it always needs files I do not have (installing from rpms). I tried to upgrade KDE but have to keep backtracking so that I can get the thing installed because of requierments of the programs. Why is this? The only one I could install was Staroffice bin. Although java was requiered, and that didn't work till I had to manually set the PATH variable. Is this level of trouble normal?

Welcome to the hell that is the rpm, now you see why many people don't like RedHat or other rpm based distros. Other distros can take care of dependencies for you. Now, to be fair, I do believe there is an rpm tool called urpmi that will handle dependencies and what not, so you might want to look into that. If it is still a problem for you, I suggest trying a debian based distro or gentoo, both of which handle dependencies for you.
