If a company, who shall remain nameless, were to breach the Linux licence agreement by devoloping a closed source distrobution, where would one report this?

To the company first of all to make sure it wasn't just a mistake. Then to the developers who own the copyrights to the software... so if the company didn't give the source code for the kernel you would email the kernel mailinglist.
