umask,setfacl,passwod aging policy

hope u all fine.
I need some guide about these
chmod o + t
& umask , setfacl , password aging policy ...

i m new to linux.I m using RedHat Enterprise Server - 4 at my home small network..... there are three PCs connected to it.
