Unfortunately, like many or perhaps all, my sound drivers won't allow multiple sounds from different sources. I recently heard of a program that would allow it but I can't remember what it was or where I saw it. Can someone refresh my memory? And if you know if it's apt-gettable, I wouldn't mind knowing that too. Danke.

I use EsounD, which is usually part of the gnome package, to do my sound multiplexing. I've heard kde has a similar program, KSound or something. Heres the link for Esound/ESD .tgz Source (ftp://ftp.gnome.org/pub/GNOME/stable/sources/esound/esound-0.2.22.tar.gz), and there are some other replacements out there. If you don't wanna use esd, search esd on freshmeat.net and you will find plenty of replacements for esd

EsounD happens to be apt-gettable but it says that I already have the newest version. It's obviously not multiplexing though because I'll play Xmms and the dings from Licq will remain in the background until the song finishes. Do I just need to set it up or run it or what?

You usually have to tell the programs to use esound, xmms is one of these, right click on xmms -> options -> preferences -> then where is says "OSS Driver" change it to esound, you might have to restart the program I'm not sure.
For Licq I belive where it says "Commmand:Play" under OnEvent would have to be changed to esdplay instead but esdplay just crashes for me while trying to play those particular licq wav files, maybe it will work for you. I'm using Mandrake 7.2.

I tried changing it in Xmms but that says that it couldn't open audio. I tried esdplay but it says command not found. I'm thinking there's a setup for it after you install it or something but I can't find anything.
