I just had to share this because it's been a major pet peeve of mine with regards to the Gimp ever since I started using it. Many times I would discover that I couldn't draw on a transparent area of my image. Absolutely drove me nuts but I worked around it for a long time. Finally I ran into something where it was impossible/stupidly complicated to work around it so I found a fix. There's a "Keep Transparency" check box in the upper right of the layers window and if that's checked for a layer then you can't draw in transparent areas. It appears to be checked by default for pasted layers which I imagine is where I was running into it most.
Oh, and this was all in the Gimp docs, I just hadn't bothered to read them yet. :o
