Proftp server configuration help

Hi,

I need to implement proftpd server in my company.My plan is to

1)create secure proftp server and users can login and put their files only their home directories this is one option next one is

2)we need to create users so that they can upload their websites in to the space we will provide them like ISP

I want help how to do these two and which file i need to change and where to configure this files.

I need to create users for FTP server those user account should not be available on the system it should be available only on some file .How do i do this
