Why can't I run a "make xconfig?

I've been trying to run a make xconfig before I upgrade to 2.4 from 2.2.16, but there seems to be no Makefile anywhere on my system. Any ideas?

many default installs do not install the utilities to compile....
check out the NHFs...if yer still confused afterwords post yer questions in the appropriate forum...

Hmmm. What directory are you trying to do a 'make xconfig' in? What distro? As what user?
