try using www.access4less.com (http://www.access4less.com) it will cost you 6 dollar a month and use "ppp setup" enter "ppp-go -c" to connect and "ppp-off" to disconnect.

Virtually any ISP (free or otherwise) will work with Linux if you read the HOWTOs. ISP-Hookup and Modem HOWTOs, I think.
