I recently had a power source melt down.
After installing a new power source I can't boot up Linux. I have two OS on my system, Windows 98 and Linux 7.1.
Windows 98 boots up find but when I try booting Linux I get the following message.

VFS: Cannot open root device 16:07
Kernel panic:VFS: Unable to mount root fs on 16:07

Is their anyway to recover from this?

I hd met some problem like you ,but I did not noticed it.maybe ,you have change partion table ,and linux mount device had changed ,could mount fs on it.sorry,but I dont knw how to solve it.

Have your partitions changed in any way? Kernel Panic and unable to mount root filesystem usually means your boot/root partition cannot be found.

Verify your partitions are intact and use a linux bootdisk to boot your system and edit and modify /etc/lilo.conf to make any necessary changes for booting if necessary.

Let us know what you find and we can assist where possible.

Would changing my second hard drive from secondary master to primary slave cause this problem?

i think so
it would change from booting from /dev/hdc? to /dev/hdb?

why did you switch the ide channels?
put it back and see if it boots, if you can

As FoBoT says, it would change the device # of the drive. I guess you could edit etc/lilo.conf to reflect the change.
Also- when you switched the drive, did you set the master/slave jumper correctly?

Switching from /dev/hdc to /dev/hdb did the trick.
