openvpn install -> openssl crypto headers

I am trying to install Openvpn, with no luck. I am getting error: OpenSSL Crypto Headers not found. I know Openssl is installed, have removed and reinstalled 2, have also downloaded the latest source from openssl.org and successfuly installed that... but error persists. Can anyone shed any light?
