Lets say a buddy of mine has win98 and is using netmeeting, can I use anything in Linux that will let me conference with him????

And does anyone know a good place to go to get generic drivers for a web cam????

You can try searching freshmeat.net, sourceforge.net or Google for both. Other than that, I have no idea.
