You'll probably want a little more memory for mandrake. It's optimized for pentium-class processors for a reason. Most Mandrake users aren't econimizers, they just want the newest, best software they can get. 128 meg is better, 256 should be more than enough.
As for comparing to windows 95, 98, ME, etc, it seems similar, but isn't. It's more like comparing windows to NT, or 2000. Linux has a lot (some might say too much) of stuff going on while it's running. Most of it you don't care about till you do something stupid, then you'll be glad it's there, if you even notice at all.
Remember, this is a unix-like OS. Unix OS's were intended to run huge networks, keep them stable, and be as flexible as possible. So, instead of having one way of doing something, like windows, you might have 100 ways available. All of this is stored somewhere, either on you drive, or in your memory.
In addition, if you lock up one screen, unlike windows, you have the option to go to another, and fix the first one, without rebooting, potentially saving your work. Little thing like this will make the extra couple buck in memory worth it.
