it's easier and better in the long run to just learn how to do it yourself. code generators are plain horrible.

Quanta (http://www.linux.org/apps/AppId_6756.html) and Screem (http://freshmeat.net/projects/screem/) are good, a little bit like Macromedia Dreamweaver.

Vim (and nvu, Netscape Composer, OpenOffice export to HTML - don't -, Mozilla Composer, probably KDE has something in Kdevelop for it - wouldn't know -).
