Dumb question, but how do i stop my telnet server from starting when i boot?

Not dumb, definitely a good idea!
Comment out the telnet line in /etc/inetd.conf (ie put a "#" in front of it). You will need to restart the inetd process for the change to take effect, either by

killall -1 inetd

or next time you reboot.

If you wanna be sure that it's still not listening, and catch other services that might be running too...

get nmap, and scan yourself and you can see what all you have open
