A quick Google (http://www.google.com) turned up 2 solutions:
1. This (http://people.freenet.de/ukrebs/dbxconv.html) piece of software for converting .dbx (Outlook Express) mailboxes into the mbox format
2. Install Thunderbird on the Windows end, import the email from OE, and then it can export as mbox
