What's the best distro for a small (3-4 Win2k PCs) LAN file server? It will be serving backups of drivers/programs for the Win2k machines and maybe an Access database (very small) and .wav files (150+) in the future.

Pretty much any of the distro's out there will do that just fine. SuSE would be an excellent choice, as would be RedHat. For some reason, I just can't see Mandrake as a 'server' distro, even though the requirements you put out are something most Linux desktops could do w/o breaking a sweat. Just a personal view. Debian and Slackware will work, it will just require a higher level of knowledge to get them off the ground.

Another possibility would be something like e-smith, which is a dedicated SOHO LAN server. Commercial cost is $595, or you can d/l the GPL version w/o support and burn a CD for free.
