scanner not available, no permissions

I am running SuSE 9.1 and have a scanner installed but neither kooka or sane can find it even after I have reinstalled it, I am fairly sure it is a problem with permissions but can't see how to alter the permissions and where. The only thing I can find in /dev/scanners is a file called cuecat so I did chmod 666 on this but nothing happened othe than being able to access it as user, I can use kooka when logged in as root and the scanner is found ok. Has anyone any ideas what I can do to get sane to find the scanner as user?
