FTP problem

I have to install MySQL on a server here at work. I have telnet access and can get in without a problem. However, I try to FTP with WS FTP and I can get in. Says "connection refused". Are there some settings I need to check and/or change?

are you sure that that computer is running an FTP server ? That´s my first guess.
