Hello: I want to create a channel on my html page for users to add an icon to their desktops. Is there such a thing for linux/windoz viewers?

Seriously, though, channels are ultimately a function of the browser, so you can go ahead and write it but only people using browsers that have the concept of "channels" (and support the specific format you're using) will be able to do anything with it.
