What I want to do is adjust my treble/bass, is there a tool or program that I can do this with?

Most Distros come with some kind of gui audiomix software - and each DE generally has one of its own too. KAudio, Gnaudio, or some such thing.

If you've done a base install of a modern distro you probably already have one installed.
