Is there a way to get the newest stable enlightenment to fade in-out windows and/or menus? translucent scrolling looks good but window fade in/out like windows2000 would make it rock!!!!!!

Not possible.
Until last year X did not support an alpha channel.
With E17 this will be possible however.
