My Linux box was turned off because of a power failure. From then on, the linux box can never be boot up... and the boot up sequence always stops when mounting /proc. What should I do to save my linux box?

Sounds like a file system corruption problem. Just a guess. That can happen when a power outage occurs.

try booting from either a boot/rescue floppy or a live cd and try to recover the file system using fsck.

I'd say that if you have some important files on there and can boot with a live cd like knoppix, back them up. At least you will have your data.

man fsck for more options.

Maybe some one else has some more suggestions that I have.
