FOr some reason, the only way I can surf the internet is if i specify my ISP's DNS servers in the PPP config tool. Can't Linux probe for these values on its own? Or is there something else that I should have done, or enabled?

Also, my internet connection never connects on the first attempt, and sometimes fails on the second attempt. Why is this? Is there anything I can do to improve my chances of connecting?

If use KPPP it can detech DNS Servers but it as to be selected as option.
Also make sure you have your dns server ip in /etc/resolv.conf

nameserver xxx.xxx.xxx
x=your dns server ip

As for connection issues what type connection is it 56k-ADSL-Cable etc... also could be a line quality problem.
