Linux doesn't seem to be recognizing my USB external hard drive. When I try to mount the drive it says it doesn't exist. I'm using Red Hat Linux 9 and when I right click on the screen and go to discs, it also doesn't show up. I've also notice problems with USB devices not being recognized in the past, but I can't remember if it has always been the case. I'm pretty sure I've used some USB devices though.

I would first advise you to have a look through some of these previous threads I found with a JL forum search for 'USB external' (http://justlinux.com/forum/search.php?s=&action=showresults&searchid=883486&sortby=lastpost&sortorder=descending) as many of them tell you how to check your system logfiles, what modules are required and what device to use to mount the USB HD.
