Whenever i use a browser... mostly netscape my modem constantly says it is stalled. i was downloading a file and for 2 minutes it was stalled before it resumed again. is there a way i can fix this or is my modem junk?

I get the same thing at times and I'm on cable. Never could figure it out. I run Opera now most of the time and have no download stalls with that.
(also have no java with Opera)

I have the same problem using Netscape.
I don't think it's the modem though because I have a duel boot and have no probs in windows with IE.

Same here with Netscape.

I end up reconnecting with my ISP several times a session.

You guys might want to try adjusting your mru and mtu settings in your /etc/ppp/options file. Also, watch which kernel you are using. When I was using a 2.2.x kernel I set both of these to 552 for my 56k dialup connections and never got stalls again. But when I uprgraded to the 2.4.2 kernel I had problems loading certain webpages with these settings in place. I found that to get it to work I just let the mru be it's default of 1500, but you need to have the mtu at a very low number like 296 worked for me and now everything works fine. There is an NHF on this so you guys might also want to check it out. Let me know if this helps out.
