I will use KDE 2.2.2 as a example here, because that's what got me thinking.

I'm running Debian Testing/Unstable. Yesterday I installed KDE 2.2.2-1 using apt-get. Today I did apt-get upgrage, and it uprgaded KDE 2.2.2-1 with 2.2.2-2. What's changed? What usually changes when moving from version -x to -x+1? Is it just compiled using tweaked settings or what? In my example the actual KDE is propably still the same as before.

Well, the number after the dash is the build number, and is not really part of the version number, so, it's definitely still the same KDE. What changes from one build to another is hard to say in general. Like you said, it's probably just some tweaked settings. I mean, other than tweaking/changing compile time settings and options, there's really no reason to rebuild a package.
