Is there any software that anyone knows of that will allow you to create a telephone "menu" where someone could either call the computer or the computer calls them, and it would have a way for them to select 1 for news, 2 for weather, and things like that?

I'd like to play around with something like that and see what I can do, but I can't find any software for it.

No user friendly software I am aware of but there is a perl module:
2-way telephoney (http://www.webreference.com/perl/tutorial/15/)
And IBM has Websphere which will run on linux, windows, unix. More for setting up a corporate type telephone menu.
And Google has telephone web browsing, look in the development section "google labs".
