What would be a good utility to search out particular programs/utilities/files within your distribution of linux?

Would pretty much every thing be in the packages directory?

I think it depends on what distro you have and what'll come with it. There are package managers that come with every distro, a lot of them are different. Try going to the home page of your distro and looking it up...
