Need to open ftp port

Our linux guru (consultnat) has left us for a permanent job in Dallas. My out of town programmer needs access to our debian based server to ftp up some files, but is having no luck.
How can I open (and than close) a specific port for him to use?
He will need access from different ip adress's. Any suggerstions?

And of course, there is the FTP Mini How-to (http://www.linux.org/docs/ldp/howto/mini/FTP.html). hopefully that will be enough to get you started.
