in /etc/rc.d/rcN.d where N is a runlevel there are files such as S10startthis and S11startthat. There are also K10stopthis and K11stopthat files. I know what the S and K are for, but why are the two digits there? I can see several files that start S90 for instance. If the numbers don't have to be unique for each file, why are they there at all?

Those numbers are purely arbitrary, can be anything at all, but the scripts to start and stop things will go about their business in numerical order, low numbers crank up first, etc. This allows service that depend on other services to get started correctly. It is hoped.
