I did (I'm using RH9):
# rpm -i gaim-0.71-1rh9.i386.rpm
warning: gaim-0.71-1rh9.i386.rpm: V3 DSA signature: NOKEY, key ID 883c1c14
error: Failed dependencies:
libtk8.3.so is needed by gaim-0.71-1rh9
Help...what do I do? I tried finding this file on the net, but no luck.

Download and install the "tk" package for Red Hat 9.

did you try to locate libtk8.3.so? this is the file that gaim says it needs! where did you get the rpm from? I found libtk8.3.so Here (http://www.rpmfind.net/linux/rpm2html/search.php?query=libtk8.3.so&submit=Search+...)
be sure to get the RH9 rpm:)

Did you search your install database for the dependency? Did not Gaim come as part of your RH install? If you have the file there are alternatives to re-installing which doesn't always solve the problem. Re-post with your answers to the above if they pertain to you.
