I don't know what your idea of "high quality" is, but have tried searching Freshmeat (http://www.freshmeat.net) or SourceForge (http://www.sourceforge.net) ?? I was recently thinking about doing this (well, I need to get a website first :) )

i used to have a webcam, and xawtv would stream it. that was a few years ago, but worth checking out.

xawtv works fine with a lot of different webcams
