What do I do about this? I am a newbie, do not know what that means, but sure it is annoying.

Running RH 7.1 on a Pentium 233, 64MB RAM

it means that init has detected more than (IIRC) 15 starts for the application named X in 30 seconds.

I would suggest that your X configuration needs a review.
