I've just install Red Hat 7 for the first time (linux that is) and it picked up my Voodoo 3 2000 and my monitor no worries yet when I startx the screen is blurry and if I move a window around the screen it leaves an unsightly residue and basically the screen turns to ****e. In windows I'd assume this was a performance issue. Is this the case here is is xwindows set up incorrectly.

Are you using the accel or svga server? I really don't know much about this problem but if you're using the accel server, I'd try the svga server to see if it does the same. Post back if you need more information.

Also, do you dual boot Windows on this machine? Basically what I'm asking is do you know that the hardware isn't bad? I've seen a computer do similar stuff in Windows at my college and it's because the video card is bad. It might even just go bad in that one graphics mode. You can try switching graphics modes, and if you can, try the card in Windows under different graphics modes and see what happens.
