I have Mandrake 8.2. I'm trying to get my Ambient Tech-Intel chipset HW modem working in Linux. I found a way on the internet to use my PCI modem in linux with a command called "setserial". so i said "ok, cool, i can get my modem working!" so i do the cat command etc. and after typing setserial, and typing all the port and irq #'S in, it says "unknown command". so can anybody tell me why the setserial command doesent exist?

Are you root when you do this? In debian, setserial is in /bin so maybe giving the whole path would work (i.e. /bin/setserial or whatever the full path is in your distro, what distro by the way?) Also, be aware that if your modem is a winmodem, using setserial alone will not work, you will still need drivers for it if they exist.
