I upgraded from mandrake 7.1 to 7.2 just this morning, i was just too frustrated with the way i set it up, i couldn't properly compile programs.. blah blah...
i did a FULL install this time and installed every single component for the hell of it.
if i want to update the xmms on the system, can i just install the newer one over the existing one? i don't have to remove the old one will i?

If you're using RPM:

rpm -U <rpm filename> will upgrade your xmms package.

You can throw in -v for messages (verbose)
and -h (hash) to see progress markers as it installs:

rpm -Uvh <package name>

This is assuming you are doing it from the command line. If you're using a gui package manager, it probably has an upgrade option.

i prefer compiling them from source rather than installing the rpm's
I just downloaded the source and it upgraded my xmms fine, the version that came with mandrake 7.2 is 1.2.3, i downloaded the compiled 1.2.4
but for some reason, i couldn't upgrade licq, i think it stayed the same version
