Ok, I bought a new Soltek motherboard and I have an existing Geforce2 MX400 video card that I would like to put in. The video card is AGP 4x/2x and the motherboard manual says putting a AGP 2x video card will fry some of my hardware. So, can I install this card or not?

Since it's 2x/4x, I would think that it would be OK. However, I don't know for sure, since the reason the motherboard manual says that lower speeds can fry stuff is that the lower AGP speeds also correspond to lower driving voltages. If you try to drive a video card that's expecting 3.3V at only 1.77V, it can brownout the card, which could (in some universe, somewhere, maybe) fry it too.

In other words -- I think the chances are VERY slim that it'll fry, especially since the card also supports AGP 4x, but I don't know for sure, and wouldn't stake my own system on it without some other people saying "yes, it's definitely OK". :)

No problem, your mx400 is an agp4x card, it will work flawlessly in an agp8x slot. The 4x/2x means that your card is also backward compatible with agp2x.
