I have 2 PCs. Win98 box (pc-1) connected to cable modem and printer, installed internet connection sharing (IP is 192.168.0.1). Linux box (pc-2) peer-to-peer connected to pc-1. Which one should be master? or doesn't care?

I installed samba and ran smbclient -U% .... I see Server is Pc-2 and master sometimes is Pc-2, most time is nothing. From pc-1 network neighbor I can see pc-2, but can't access it even I setted the directory to 777.

The only reason for me to install samba is I need use printer. Is there otherway without using samba to share printer btw win box and linux box?

I had a good luck with a program called webmin from webmin.com It is a free program. I don't work for the company (or have anya ffiliations with it at all) But it is really good at setting up Samba and a bunch of other settings on a machine to boot.
