Is there a place where I can post ideas for other programmers? I have several more than I have time/skill for that I would like to see first in open source before Winblows gets it. I'm sure some (if not most) of them suck, but hey, they're ideas.

I already have done that with one project, but ended up project admin. in spite of my skillset....

You don't have to be a programmer to be a project admin. You just have to be able to capably administrate the project. Once you get someone else to do it signed on the project, make them an admin and remove yourself if you don't want the spot.

Hey.. Can I sign up to work on a project? I'm not an awesome programmer, but I'd like to have something to do with the skill I have. These simple assignments my CS prof give me are a joke..

I agree with Strike, post on the forum at sourceforge.
I have a project with them and get heaps of e-mails each day from people wanting to help.
At the moment they can't as it is my major university project. Don't want to be called a cheat and failed in my last year.
