Is there any way that you can scale the gnome panel to make it smaller? Or, is it always a fixed size?

Depends on what version of Gnome you've got.
On the newer versions yeah you can change the size, right-click on an empty spot on the bar and go to properties - the size settings are there.
Some bar applets (such as the Gnome dialer's applet) won't let you go smaller than standard size though, which sucks.
