FTP Logon Messages

I need to set up an FTP logon message for my guest users. I have set them up so that they are in the guest group thereby chrooting them to their own directory. I tried copying the message to their home directory but it still doesn't work.

I'm using RH 7.1 with wu-2.6.1-16.

I'm using anon-ftp. There is a setting in /etc/ftpaccess that says welcome message = /welcome.msg. I created this file and it works for all users except the ones that are chrooted by using guest access. The message the guests get is "Access Restrictions Apply". Where is this message coming from?
