Radius and the user config file

ok ive been setting some per user dial up access rules in the user file along with max port number idle time and session time what i need to know how to do is how to get radius to check if the user is dialed into a certain number or nas port if not refuse connection and is their also a way to put a delay between logins say 10 min.
